Fantasy Football season never ends for many NFL fans, and many fantasy leaguers already want to know where to draft the top rookies in yearly leagues this summer. In fantasy football dynasty leagues, where you carry the bulk of your roster over from season to season, participants are readying for their rookie drafts and in some cases have completed them already.

We rank the top 25 fantasy football rookies for the 2025 season and beyond, keeping in mind that savvy fantasy players want to see where the NFL newcomers should be ranked and valued in both yearly and dynasty leagues. So our ranks feature a slight lean to players who will make a quicker statistical impact, and blend seasonal and dynasty angles.

The rankings are based on Point Per Reception (PPR) formats and are followed by a spotlight section on Seahawks rookies Elijah Arroyo and Jalen Milroe. You can also view the latest Top 400 overall for seasonal leagues here on RotoBaller.

Fantasy Football Rankings: The Top Rookies for 2025 and dynasty fantasy football purposes

  1. Ashton Jeanty, RB, LV: The new engine of the Las Vegas offense, Jeanty is already being drafted in the back half of the first round in early mocks. He is easily the first player off the board in dynasty league rookie drafts, even in superflex formats where teams must roster two quarterbacks. Jeanty is versatile and explosive, and should instantly become a focal point of the Raiders' offense. Fantasy drafters will be strongly considering him early because of the combination of youth and upside.
  2. Travis Hunter, WR, JAC: For fantasy football purposes, Hunter is just a wide receiver. Published reports indicate that he will be utilized mainly on offense to start out, where fantasy leaguers can benefit from his big-play skills. Hunter should be drafted in the fourth round or so in yearly leagues, and he might be the top non-RB picked after the top two RBs are off the board in dynasty league drafts.
  3. Quinshon Judkins, RB, CLE: in yearly leagues, Judkins could be drafted as soon as the back half of the fourth round, because he has an apparently clear path to a lot of volume in Year One. The new projected Browns lead RB should be dependable for a solid yardage floor and frequent TD output. Judkins leaps into a great environment for immediate quality fantasy production as a stable power runner, and he will be a top 6 pick in dynasty rookie drafts.
  4. Omarion Hampton, RB. LAC: In his rookie season, Hampton is ticketed to share some work with veteran Najee Harris in the Chargers' backfield. But as a first-round pick for Los Angeles, he is an easy top 2-3 dynasty selection because Harris is on a one-year deal. In seasonal leagues, Hampton will likely be a fourth or fifth round pick, yet as the eventual feature back for L.A., he can show more promise as year one progresses.
  5. Tetairoa McMillan, WR, CAR: This is an instant impact WR for Bryce Young. McMillan is a sizable target who can stack up a lot of catches in PPR formats. The Carolina quarterback needed a reliable pass-catcher, and the 6-foot-4, 219-pounder is also a significant TD threat. The former Arizona star is a top 5 pick in dynasty rookie drafts and a fifth-round range target in seasonal drafts.
  6. TreVeyon Henderson, RB, NE: The Patriots continue to build around Drake Maye, and Henderson will at least complement Rhamondre Stevenson in his first pro season. Of the two, the rookie offers the statistical promise and dual threat abilities to provide a higher fantasy ceiling. Henderson will be a fifth-round pick in seasonal drafts and a top 5 overall pick in dynasty drafts.
  7. RJ Harvey, RB, DEN: Harvey enters into a great situation for a rookie RB, as he might be able to ascend to a starting role very quickly. The ex-UCF standout can handle the workload as a runner and receiver, and Sean Payton prefers versatile backs who can be assets as pass-catchers. Harvey may prove to be a good value target outside of the top 5 in rookie dynasty drafts and after the fifth round in seasonal drafts.
  8. Kaleb Johnson, RB, PIT: You have noticed by now that RBs dominate the early portion of the rankings, because the 2025 NFL Draft class was deep, and many rookies will see quality playing time right away. Johnson should replace Harris, who went to the Chargers, as a highly-utilized runner in a time share with Jaylen Warren. He eventually projects as a pure potential lead RB.
  9. Matthew Golden, WR, GB: The fact that the Packers spent a first-round pick on him signals that Golden can eventually settle in as the new No. 1 WR for Jordan Love. He will have to compete with other pass-catchers to start out, before possibly emerging as the true WR1 in a deep group. Golden does have the strong techniques to make some noise as a rookie, too.
  10. Tyler Warren, TE, IND: Indianapolis has been searching for a solution at TE for a long time, and now the Colts now have their man. Warren could slide right in as a red zone and TD threat in his first season and should morph into a top pass-catching target for the Colts early in his pro career.
  11. Colston Loveland, TE, CHI: The new Bears tight end will have high long-term appeal at the thinnest position in fantasy football. The Chicago receiving room is crowded, but Loveland's tremendous talents should start to stand out no later than Year Two.
  12. Tre Harris, WR, LAC: There is a possible opportunity for Harris to start right away for the Chargers as a complement for Ladd McConkey. He could exceed some expectations as a rookie.
  13. Emeka Egbuka, WR, TB: Patience is required with Egbuka, as he won't likely be a starter for the Buccaneers right away. He has already drawn comparisons to Jaxon Smith-Njigba, though. "JSN" is now set to be a top 10 to 15 WR in his third pro season.
  14. Jayden Higgins, WR, HOU: The Texans may have found their WR2 solution in Higgins, who has some sleeper appeal in yearly leagues.
  15. Cam Ward, QB, TEN: He will start right away for the Titans, which makes him valuable in dynasty rookie drafts if you need starting QB help, especially in superflex leagues.
  16. Jack Bech, WR, LV
  17. Cam Skattebo, RB, NYG
  18. Luther Burden III, WR, CHI
  19. Mason Taylor, TE, New York Jets
  20. Elijah Arroyo, TE, Seahawks (see fantasy scouting report below).
  21. Jaylin Noel, WR, HOU
  22. Jaxson Dart, QB, NYG
  23. Kyle Williams, WR, NE
  24. Jaydon Blue, RB, DAL
  25. Jalen Milroe, QB, Seahawks (see fantasy scouting report below).

Seahawks rookies: Fantasy football outlooks

The Seahawks drafted Miami tight end Elijah Arroyo in the second round, and Alabama quarterback Jalen Milroe in the third round. Those two are the top rookie Seahawks players to focus on in fantasy football for now. Arroyo can be impactful pretty early in his pro career, and Millroe eventually might emerge as a fantasy standout.

Arroyo is a top 5 fantasy TE in dynasty leagues and is a viable third round pick in rookie drafts. He fits right away in the Seattle offense as a sizable target with good hands, as an inviting complementary pass-catcher to Smith-Njigba, Cooper Kupp and the speedy Marquez Valdes-Scantling. Checking in at 6-foot-5 and 254 pounds, the former Hurricane fits the bill as an important potential target on key passing downs and in TD situations near the goal line.

I would expect Arroyo to show fantasy TE1 promise as soon as his second pro season. Milroe will put his work in behind Sam Darnold and Drew Lock for now and can learn much from the two veterans. He is a great third round draft-and-stash target in dynasty leagues. Milroe's speed and massive upside as a runner mark him as a potential fantasy standout later in his career. He boasts a strong deep gun for an arm and has the athletic ability to project as a significant fantasy difference-maker from a longer-term perspective.
